i purchased a very good condition
penton 125 six days. im just not
sure what year it is,74 or 75. it has the 2
rubber straps on the tank. frame #
is 408 76129. any help would be
greatly appreciated.

The 408 in the serial number means that it was made in the 8th month of 74. With the rubber straps on the fuel tank and the serial number, I would say that it is a 75.
