Title: Damping rod bolt

Try to loosen the bolt on the bottom of my 32mm forks but the rod insides turn any idea on how to stop the rod from spinning?

This is what I keep a cheap, Harbor Freight type 3/8" drive impact around for. Also, their long socket wrench style allen wrenches. I just give it a blast with the impact and off they come. For those with no compressor, maybe take it to a buddy's house that does. In my early mechanicing years, I had a long piece of 1/8" by 3/4" wide aluminum that I cut the end down a bit narrower, and put it down the fork leg to catch a flat on the top of the damper rod. Some have it and some don't. The 3/8" impact works just about every time, especially if you try it first.

Broom handle mounted horozontally in vise, slide fork leg over and push against damper rod, air impact (correct direction) with long allen to remove bolt.  Easy

I took a long steel rod and welded a T on one end, then sharpened the other end to a four sided point and it has not failed me yet without the need to use an impact wrench. Mike
