What is the correct shock length on a 1978 KTM 250 MC5? 13.5"?

yes, 13.5" is the correct length.
Make sure that you use a good quality brand that will take the beating.

13.5" and because of the lay down angle, heed Al's advice, you need a good shock to handle the load.
