I believe that bike is a 73, black motor and full width rear hub. A 74 should have a silver motor and a conical rear hub.

A 74 would also have 35mm forks and those are 32mm. It is probably a seat breather and not a frame breather. It is a Penton though.

I spoke with the guy listing it and he confirmed that he listed it incorrectly, it is a 1973.
