That would only impact vehicles where the EPA has regulatory control over them in the first place like street legal bikes converted to road racers. Most off road motorcycles are sold as "Competition Only" and the EPA has no control over them whatsoever.

But California does.  Ask anyone who has a "Red" sticker OHV.  What's the saying?  As Cali goes so does the nation.

I think California is the beta tester for the EPA.

California "green" and "red" stickers are only for riding on State or Federal land, a bike ridden on private land does not need one. A "closed course only" motorcycle is no different legally than a NASCAR or Indy car or a monster truck, the EPA and California have no power to regulate them, and this decision will not change that.
