NO SERIAL? ONLY NUMBER IS R 28 STAMPED ON BOTH CASES TOWARD THE FRONT AND WHERE SERIAL NUMBER SHOULD BE?  THE CRANKSHAFT IS BROKEN OFF ON THE IGN. SIDE. ASKING $200.00 PLUS SHIPPING.[?]

Those were replacement cases or a motor that was used as a how to work on them.  Most likely replacement.
