will a 79 ktm 250 mc5 engine fit in a
77 penton mc5 250 frame....i think so but i
just want to be sure

If your bidding on that "79" engine on ebay where the guy is parting out the bike, that is NOT a 79, it is an 81 and the engine will NOT go in a 77 frame. The 250 moter was basically the same thru 1980.
