ehletra,
Fork oil weight and springs , or preload on the springs is all that can be done unless someone does revalving on the old Ceriani's.
What is it they are doing wrong?

Also the fork oil level will effect bottoming resistance.

Sitting low sounds like the springs are sacked out. I don't recommend much more than recommended oil levels on the Ceriani forks. They have auto bleeders on them. If you raise the oil level much it will blow out the vent. ( ASK ME HOW I KNOW )
If they are not sacked too badly you might cut a PVC preload spacer and try that. I would try 5mm at a time.  The spring should be at the top of the fork before you put on the cap. ( or close ) I found that 7 1/2 weight PJ1 works great.
