Title: advise on bing carb

What i need to know is, is there supposed to be a seal on the plunger or at the bottom of the plunger cylinder for the choke? This is the choke that is operated by lever from the handle bars. thanks for any response!

Right, the bottom most piece that the cable is attached to has some compound in it that makes the seal.  If this is missing and the piece is hollow you could probably use a piece of soft plastic and insert it into the bottom so it will make a seal. Good Luck.
