Have found a tank sealer that is leaps ahead of Kreem...it is: Gas Tank Sealer, manf. by CASWELL Inc.

POR paints make a good one too. I just did an old rusty tank with it and it's fantastic.

In regards to conditioning a fiberglass tank what are the options or would it be possible to get a metal tank as a replacement for a 1974 Penton 250.  Would Clark plastic tanks make a tank for this bike?

The short answer is that Clarke do not make tanks for the '74-'75 era Pentons. All of their stuff is for the MC5 and newer bikes. I do have a Clarke MC5 MX tank that I was able to make fit on my '74 AHRMA motocrosser though. I had to heat the bottom for better clearance and although its not a great fit, it's not terrible either. For the money, you can probably find a stock tank with some searching.
