The thin steel brake liner wears out inside the rear hub. Is there anyone out there that can take the hub and replace the liner?

Sumosam: I would think any decent machine shop could repair that for you. Choice of material will be the hard part. Cast iron would give excellent braking but a mild steel would probably last longer. I would have them machine it for probably at least .0045" to .005" interference fit. Then you would heat the hub and chill the insert. Also coat insert with a high temp loctite. Leave the ID slightly smaller and finish machining after the loctite has set up properly. You will most likely have to unlace wheel in order for them to machine to finish size after installing insert.
