I'm using the tank strap with the hooks in front, but my frame has the loops for the springs also. Which should it have the springs or hooks? Thanks!

Either-or. It changed somewhere along the way like many things but who knows exactly where. That is the norm for Penton/KTM production. The strap is more trasditional and easier to come by. The bungee/spring/hook thingees look cool but are pricey when they come up.
