Just wondering, does anyone know how the CC Advancement Percentiles are calculated?

Mick,

The advancement percentile is the % you are behind the overall fastest rider no matter what class. At each event the overall fastest (Vintage and PV are separate) rider gets a 100, each rider behind gets a percent score as they go down the overall order. This way the grading members can look at the speed of a rider compared to everyone else no matter what class they are riding. At the end of the season your average advancement percentile is used to decide if you need to be moved up.
