You might try asking Kip Kern. I am told he has restored some steel tank Pentons.
Mark Annan Has one he has restored also. They might be able to give you some leads on the seat foam and the seat cover.
I have a copy of a 69-71 parts manual you can have if it will help. A Sixdays shop manual of any year ( up to 75 ) will cover the engine . I have a copy someone was nice enough to give me , if you like I can copy it and send it also.

Grandpaul,
Al Buehner Has both the parts and shop manual. If i copy mine you would get a copy of a copy. The pictures would be very poor and you would have trouble seeing what the text is refering too. The Parts manual is $15 and the shop is $25 i think.
Call Al and get the firm Info. His # is 216-651-6559. Its a work # so you would need to call between 8 and 5.
the manual i have is already  spoken for ( sorry).
John
