1972 125cc Six Day Fender Question

When I bought my Penton 125 back in 1974 for $300, it was used.  It had alloy fenders front and rear.  A friend crashed the bike and totally destroyed the front fender, I finished off the rear fender which developed long cracks around the bolt holes.  I replaced both with plastic at the urging of the local Penton parts dealer. Now, I'm restoring the bike and I have the following question.

The alloy fenders on my bike were painted silver not polished like I've seen on some bikes.  Did they come from the factory painted?  Or did the previous owner paint them?  
To be honest, I saw no evidence of a home paint job anywhere on the bike so I'm about 90% sure they were painted from the factory.  

Do any of you POG experts know for sure?
