Sachs A engine

I have noticed on my Sachs engine (69 vintage) with conventional magneto ignition that the case mark doesn't line up with the flywheel mark (O) at TDC. Is that why the "new" recommendation for the sparking mark (M) was moved 1/4 inch. Just curious. Any historians out there?  HarryO
