Bing 27 Float bowl question

I have two Bing 27's.......one has a vent tube in the float bowl and one does not. What is the purpose of the vent tube and are these float bowls interchangeable with each carb body?

If the fuel level was too high it could drain/vent and yes they will interchange. Don't forget a new cork gasket
