I'm new to rebuilding/cleaning Bing carbs.  Is the black material on the bottom of this choke plunger rubber or built-up grunge?

It's supposed to be there....it's sort of a waxy substance. There have been discussions about it in the past and I believe most people use a gas proof sealer as a substitute. You might be able to do a "search" and find more info.

And without it your bike will hopelessly flood as soon as you turn the gas on [8]

Thanks for the replies, guys. I got the carb fitted last night and will probably try to fire it up by this weekend (more odds and ends to finish). I'll know quick enough if the old plunger works (and the other jets that needed cleaning).  Fortunately, the slide didn't have the typical smiley on it, and the carb body still has machining marks in it, so I think it's good.
