Penton front brake cable guide

this photo brought up a question I had on steel tankers.  Was there no front cable guide to keep tire from grabbing cable ?  Seems like there was but can't find any information.

I have restored many Steel Tanker bikes and saw a wire with grey grommet on a very few 68 - 69 models. None on 70 - 71. This was similar to the CZ cable holder attached under the right fork wiper strap but Penton had a hard grey grommet vs CZ just using bare wire

I never saw one and just thought there should have been something for safety sake.
