250/400? on ebay

Hi guy's here's my question.   On ebay #2452566207 there is a bike labeled 250 but the engine number is 550015178 which means it is a 400 right?  Next the frame looks like a 76 because of the swing arm?  But the froks look like a pre 75.  So what is that thing?
