74 KTM 250

I bought a 74 KTM 250 parts bike awhile back and decided to drag it out from behind the barn today. On the steering head there is a vin plate as opposed to numbers stamped in the frame, also there is a keyed locking mechanism. Does anyone know if all KTMs were like this? Just curious.
