I agree that it looks like Dick in front of Jack.

     I think the picture was possibly taken at the Daytona MX race in the infield of the speedway as it looks like pit road in the backround.
 
     The CZ rider almost looks like he was added into the picture or was re-entering the track.

    Speedy, is that you on the CZ....or Barry Higgins?

The CZ rider was indeed added on top of an action photo.
It should be Paul Friedrichs from former East Germany.
The Maico rider to the left(white Helmet=Germany)could be Bauer or A.Weil.??
