With the number V3168 (1970's started at about V1900) and missing the triangular gussets on the rear engine mount/frame (which were a distintive feature of the 1971 models), I would think this is a mid to late 1970 model Steel Tanker.

Based on an Excel file I received from Doug Wilford when transitioning the membership duties the 1970 serial numbers were V-2001 thru V-4425
Keep in mind this was work being done on the steel tanker project and may have been some preliminary work subject to verification thru the surveys as they accumulated.

Did the1971 have the new Tank Font lettering  [?]

Swingarm frame brackets are longer on the 71 model.   The ones on this Penton are similar to the 68,69 models.   joe

i looked at both my 69's and then my 71 { V6358 } and the difference is very noticable !!
