Benco B-15 paste will strip powder coating like nobody's business. Columbia Coatings.  Brush on and it falls off, wear proper PPE

There is also a product called Powderstrip PS-1L remover that works like a charm. The big Powdercoating houses use it all the time. Its very toxic and corrosive so take the proper precautions with it if you use it. The powder coating easily peels or wipes off a few minutes after its applied.
