The shift key can be replaced without splitting the cases, I have done it. There is a writeup with pictures here posted a few years ago by my cousin Ernie Phillips that shows how do it step by step.

Just to add one other potential cause of shifting woes.  Make sure the shift lever is not pushed on too far and binding on the clutch case around where it mounts on the shaft.

Still looking for someone who is capable to make this adjustment - can anyone recommend a shop or ? Both of those numbers for Jake are not in service.
