Looks to be of Bulgarian derivation to me. What amazes me is not so much the wacky mods but what has been left alone and has survived whatever tribulations that machine has "endured".

Chain guard? check
Skid plate? check
CEV rear light? check
Heat shield? check
Small headlight and rubbers/ears? check

Take off the heli-pad on the back and the schooner bow up front and it would be pretty sweet.  Maybe those springs would not be as buckled either!:)
