Does anyone have a source on where to buy the correct size ball bearings for the steering heads?

Any good bearing supply should be able to, or get them from McMaster-Carr Industrial supply. I think they are 3/16" on top and 1/4" 0n bottom. It's been a while since I have been into a steering head and it may be 5/32" and 3/16". I don't think I have ever found a true metric size loose ball bearing in any bike that I have worked on. I'll bet Al Buehner has them also.
   Type at you later,

All the Penton bikes use 1/4" balls in the steering heads. I have these in stock.
I also have steering race kits - with the balls, the inner and outer races and the 2 o-rings.
Before ordering just the balls, make sure that you clean the races and check them over to make sure that they are not cracked or pitted.
