Jackpiner Kickstart lever won't return

Help!   1973 Black engine Jackpiner:  Kickstarter only returns a couple inches.  I bought a new spring / we split the cases.  The old spring seems as strong as the new one.  Is it in the orientation.   The spring seems to have good preload on it.

Did you add the necessary 1mm shim in the starter mechanism?
