AHRMA and Non-Stock Triple Clamps

While reading the magazine from AHRMA this month, I noticed an ad for billet aluminum triple clamps for '73 era Honda Elsinores, that offer reduced offset for better steering.  

Are these AHRMA legal?  Would it be the same as if I would mount the triple clamps from a set of 35mm magnesium Cerianis or Marzocchis that were more straight across on a Sportsman Class 250/400?

I have a Keeping Track from late '75, I think it is, where John Penton is announcing the new forks, so we have a point in time in literature when they started coming on production Pentons.  

Does anybody have any thoughts?
