Early conical hub rear brake pedal question

I have been working my tail off preparing a newly aquired early '74 250 for bike week, when the rear brake pedal threw me for a loop. There was no way to securely hold the brake rod on the brake pedal. The previous owner used zip ties plus safety wire to keep it in place. So I decided to put it aside for now and borrow one off another project that uses a wide washer and adjustment stop bolt that works double duty of keeping secure.

During lunch I reviewed an early model parts book (175 004) and sure enough, it shows a brake pedal with simple shaft (no bolt or cotter pin hole) and a brake rod without any way to keep from it wobbling about. The old and new brake pedals have different part numbers, but the brake rods are the same. How is it suppose to stay in place?

What I have always seen on this style is the brake lever with a small shaft sticking out with a 6mm threaded hole in it.  A rubber grommet slips over the shaft, then the brake rod slips over the shaft and then a 6mm bolt probably 25mm long threads into the shaft with a locknut to secure everything.  Not the best explanation, but maybe you get the idea.
